He's a drama queen and a cheesy dude, but he does produce some pretty catchy tracks. I don't like his lyrics/delivery but his productions are rather high quality.
His talents in track production set him apart from most pop stars that don't write any of their own stuff and are just pretty puppets.

The making of the beat does take skill and artistic vision: sampling the horns, playing a bass and drum synth, mixing, and mastering the track, etc.
There is more to making that music than just pulling a sample, which in itself takes skill and musical taste to do right.
That being said, I don't think Kanye is a very talented rapper or poet. There are plenty of other rappers that don't produce their own music that I highly respect for their talents in lyric writing and vocal ability.
